ENCINA WASTEWATER AUTHORITY REQUEST FOR PROPOSAL (RFP) FOR ENVIRONMENTAL SERVICES FOR THE PHASE V EXPANSION The Encina Wastewater Authority (Authority), a Joint Powers Authority, is soliciting proposals from firms interested in providing environmental services to maintain compliance with the requirements of the California Environmental Quality Act (CEQA) and prepare necessary technical studies to determine the environmental impacts of the Phase V Expansion Project. The Authority provides wastewater treatment and disposal services to six jurisdictions in North San Diego County by operating the Encina Water Pollution Control Facility (EWPCF). The Authority serves an area of 117 square miles and a population of over 300,000. The EWPCF is located in Carlsbad and is a 36 million gallon per day (MGD) secondary wastewater treatment plant with associated ocean outfall. Firms responding to the request for proposal (RFP) for environmental services must be qualified to perform technical studies as required by CEQA for the proposed facilities.
