Bid Description : This Request for Qualifications is extended to qualified urban design/architecture firms to submit their Statement of Qualifications (SOQ) to provide architectural services for storefront revitalizations. Architectural services will be for a one-year period with two one-year extensions, for a total of three years, subject to satisfactory performance and continued availability of federal funds. Approximately 160 businesses located within several Los Angeles County Unincorporated areas in East and South Los Angeles (Community Redevelopment Project Target Revitalization Areas) will receive an average grant amount of $10,000 with possible increases to a maximum of $30,000 for each facade. Suggested improvements for each storefront include new signage, new storefront windows and doors, sidewalk coverings (awnings, canopies) new lighting, paint, stucco repair and parapet alterations. Security may also be incorporated into the new designs through features such as roll-up grille doors and vandal resistant light fixtures. In addition, code compliance upgrades to meet Title 24 accessibility standards and other code compliance issues may be addressed within the allowable project budget. This grant program is administered by the CDC, and is funded with Federal Community Development Block Grant Funds and State Tax Increment Funds. Statements of Proposals are due August 12, 2003, at 2:00 p.m. It is required that interested firms submit their response in the format prescribed in the Request for Qualifications (RFQ) issued by the CDCís Construction Management Division (CMD Alternatively, RFQ packets may be obtained in person from the CMD, after 1:00 p.m. on July 29, 2003. RFQ packets will not be mailed.
